Mainland, Hong Kong discuss improved police notification mechanism

SHENZHEN, July 28 (Xinhua) -- A Chinese mainland delegation led by Vice Public Security Minister Chen Zhimin met with officials from Hong Kong to discuss the reciprocal notification mechanism between the police of both sides in southern Guangdong's Shenzhen on Thursday.

It is the second meeting on improving the notification mechanism between mainland and Hong Kong officials. On July 5, Public Security Minister Guo Shengkun met with a Hong Kong delegation in Beijing.

The two sides have agreed to write new content into the original text of the notification mechanism, including language on "adhering to the 'one country two systems' principle, according to the Constitution, the Basic Law and other laws adopted by the two sides, and upholding the principles of acting lawfully, seeking common ground while reserving differences, mutual benefits, and protecting human rights."

The scope of the content, time requirement and notification channels will be "modified and improved," according to a statement released after the meeting.

Officials have pledged concerted efforts to make the notification mechanism more standardized, smooth, transparent and convenient to better protect the interests of residents on both sides, deal with cross-border crimes, and maintain long-lasting prosperity and stability of the mainland and Hong Kong.

The Hong Kong delegation was led by Lai Tung-kwok, Secretary for the Security Bureau of the Hong Kong Special Administrative Region Government.

Mainland officials with the Hong Kong and Macao Affairs Office of the State Council, Supreme People's Procuratorate, and the General Administration of Customs also attended the consultation.
