BRUSSELS, Oct. 14 (Xinhua) -- NATO Secretary General Jens Stoltenberg welcomed in a statement on Wednesday the release of the Dutch Safety Board's investigation into the tragic downing of Malaysia Airlines flight MH-17.

Commending the Dutch Safety Board for conducting an independent, neutral and open investigation, NATO chief said, "Their report fulfils the objectives set out by the United Nations Security Council and the investigation was conducted in full accordance with the rules and procedures of the International Civil Aviation Organisation."

He said the findings confirmed that it was a Buk-missile which brought down the aircraft.

"Those directly and indirectly responsible for the downing of MH17 should be held accountable and brought to justice as soon as possible," said Stoltenberg.

Malaysia Airlines flight MH17 was shot down by a Russian-made Buk surface-to-air missile from eastern Ukraine, the Dutch Safety Board said in an investigation report published Tuesday.

Russian Foreign Ministry on Tuesday said the country is ready to take part in the following investigation into the tragedy.

Kremlin spokesman Dmitry Peskov criticized the investigation as "biased and purposefully partial."

"We have never concealed that we are very frustrated, for instance, by the fact that Russian experts have not been engaged in this investigation," Peskov said.
