BERLIN, Oct. 9 (Xinhua) -- Horst Seehofer, Prime Minister of Bavaria, threatened with a complaint at Germany's Federal Constitutional Court on the refugee crisis, in order to enforce a limit on the number of refugees after a special meeting of the cabinet in Munich, German local media Spiegel Online reported on Friday.
