WASHINGTON, Feb. 27 (Xinhua) -- U.S. Assistant Secretary for Western Hemisphere Roberta Jacobson said Friday she is optimistic that the U.S. and Cuba could open embassies before the Summit of the Americas slated for April 10-11.
