MOSCOW, Jan. 15 (Xinhua) -- The overall pensions in Russia will surge by 46.1 percent, or an average 1,100 rubles (around 37.2 U.S. dollars) in 2010, said Russian Prime Minister Vladimir Putin on Friday.

The reform that started on Jan. 1, 2010 must be universal to benefit every pensioner, Putin told Pension Fund head Anton Drozdov.

Funds should be accumulated in advance in order to realize the pensions' growth of 46.1 percent, said Putin.

Drozdov said the fund so far has reevaluated eligibility of some 35 million pensioners, 11.5 million of whom have been supplemented with relevant qualifications.

All administrative bodies of Russian federal government has determined their respective minimum living standards, said Drozdov, and those who earned below these standards would receive allowances from federal or regional governments.

On Wednesday at this year's first government presidium meeting, Putin listed raising pensions, increasing aid to families with children, enhancing housing security, nurturing small businesses and promoting E-government as main working priorities.
