EU incoming agricultural commissioner says no more concessions in Doha

    BRUSSELS, Jan. 15 (Xinhua) -- Dacian Ciolos, the incoming commissioner for agriculture and rural development of the European Union (EU said on Friday that the EU would not make any further concessions in the Doha round trade negotiations, claiming the bloc had made enough concessions.

    "I will be tough in this area, where we have already made significant concessions and we cannot go further," Ciolos told lawmakers at the confirmation hearing of his designation at the European Parliament.

    "We need to wait for our partners' proposals...a global agreement is needed," he added.

    During the hearing, Ciolos also said that he would reform the EU's Common Agricultural Policy (CAP), but stressed that did not mean reducing financial support for the sector.

    "Reforming the Common Agricultural Policy does not mean lessening financial support," he said, adding that "direct subsidies play an essential role in ensuring the stability of farmers' incomes."

    But the would-be commissioner said a "simpler, fairer" system of allocating aid -- placing less emphasis on historical output --should be looked into.

    Launched in 2001, the Doha round negotiation under the World Trade Organization has been deadlocked in the past eight years due to differences between developed and developing countries over access to agricultural and non-agricultural markets.

    Developing countries and non-governmental organizations have been accusing developed countries, notably the EU, of allocating huge amount of agricultural subsides to their farmers through CAP, which distorted the international market of agricultural products and put developing countries in disadvantage.
