PLO official urges Washington to reactivate peace guarantees

    RAMALLAH, Dec. 29 (Xinhua) -- A Palestine Liberation Organization (PLO)'s official on Tuesday called on the United States to activate a letter of guarantees presented to Israel and the Palestinians in 1991.

    Hannan Ashrawi, also a former negotiator, said that U.S. peace envoy to the Middle East, George Mitchell, "must reactivate a previous message of guarantees that you turned away from. No need of new guarantees."

    Ashrawi's remarks followed reports that Washington was preparing a list of guarantees to help Israel and the Palestinian National Authority (PNA) resume their peace talks, which have been stalled for a year.

    She said the 1991 letter, put forward at the Madrid conference which paved the way for Oslo peace accords between Israel and the PLO, included guarantees preventing any party from making unilateral measures harming the final-status solutions, especially with the construction of settlements.

    Israel refused to completely stop Jewish settlement in the West Bank and East Jerusalem which the Palestinians consider as their future capital, setting hurdles to international efforts to restart the negotiations.

    Ashrawi said the U.S. administration should "actively intervene on the ground and express a clear political will standing against the Israeli arrogance."
