VIENNA, Nov. 27 (Xinhua) -- A resolution passed by the Board of Governors of the International Atomic Energy Agency (IAEA) during a meeting here Friday called for the "full cooperation" of Iran to clarify all outstanding issues involving its nuclear program.

It was reported that the resolution required Iran to stop construction on nuclear facilities in Qom.

The move was the IAEA's first adoption of a resolution against Iran after one adopted in February 2006. The 35-member Board of Governors of IAEA passed the resolution with 25 yes votes, 3 votes by Cuba, Venezuela and Malaysia against, six abstentions and one absence.

Iran maintains that its uranium enrichment is only for peaceful use and insists on its right of possession complete uranium enrichment technologies.

However, some countries suspect that Iranian uranium enrichment technology would be used to produce weapons-grade nuclear fuel and therefore require Iran to stop its uranium enrichment activities.

The resolution also recognized the efforts of IAEA Director General Mohamed ElBaradei, who has urged Iran to ship its low-enriched uranium (LEU) abroad for processing and then return it for peaceful uses.

In October, the United States, Russia, France and Iran negotiated on the proposal but were unable to reach a consensus.

Iran then announced that it would not send its LEU abroad for processing and would purify it only at home.

The newly reported uranium enrichment facilities in Iran caused more suspicion by some countries concerning the purpose of the Iranian nuclear program.

ElBaradei also pointed out that Iran failed to notify the agency of the existence of the facility, which violated the terms of the relevant nuclear safeguards as well as damaged Iran's credibility.
