WASHINGTON, Nov. 16 (Xinhua) -- The United States on Monday urged Iran to fully comply with its international obligations and to clarify its purpose of a recently-revealed nuclear site.

A new report recently issued by the International Atomic Energy Agency (IAEA) claimed that it needs "further clarification" about the purpose of Iran's nuclear site near the city of Qom.

According to the IAEA report, the new nuclear facility is expected to start enriching uranium in 2011.

"The IAEA's latest report on Iran underscores that Iran still refuses to comply fully with its international nuclear obligations," said State Department spokesman Ian Kelly.

"Now is the time for Iran to signal that it wants to be a responsible member of the international community," said the spokesman, adding that the United States will continue to press Tehran in ways "consistent with the dual-track approach to meet its international nuclear obligations."

The United States, its European allies and Israel claim that Iran's nuclear program is aimed at developing nuclear weapons, while the UN Security Council also requires Iran to suspend its uranium enrichment activity.

However, Iran insists that its nuclear plan is only for peaceful purposes, and continues its uranium enrichment activity despite the pressure from the western countries and relevant resolutions and sanctions of the United Nations.
