MANILA, Nov. 10 (Xinhua) -- Philippine President Arroyo said on Tuesday that she is amenable to a proposed climate change agreement that would require countries to make individual commitments on greenhouse gas emission reductions, if this would help seal a deal at the United Nations Climate Change Conference in Copenhagen next month.
The president made the pronouncement at a Cabinet meeting in Loboc, Bohol, where she indicated her willingness not to insist on "deep and early cuts" in carbon emissions for the same reason, a Palace press statement said.
"We need to define our position now. We need not insist on deep and early cuts in carbon emission, but we should require countries to make a commitment," she said, echoing the position taken by developed countries led by the United States in climate change negotiations.
The presidential palace Malacanang said in a statement that the president is expected to present the country's new position at the Asia-Pacific Economic Cooperation Leaders' Summit in Singapore on Nov. 14 to 15.
Malacanang said that "for the sake of the planet, the President said she will agree on different cuts, as long as the countries commit themselves to implement such cuts, once they agree on a treaty."
"According to the President, she does not want to see negotiations on climate change stall as they did at the Doha Roundin Qatar. That time, she noted, debates went nowhere," the statement said.
Arroyo made the pronouncement a few days after the climate change talks in Barcelona ended without any firm commitments on carbon emission reductions and financing to enable developing countries to limit their emissions growth and adapt to climate change.
