Medvedev to present 2nd state-of-the-nation address

    MOSCOW, Nov. 8 (Xinhua) -- President Dmitry Medvedev is scheduled to make his second state-of-the-nation address to the Federal Assembly on Nov. 12, the Itar-Tass news agency reported on Sunday.

    President Medvedev said the speech would primarily focus on the modernization of Russia's economy. "We need to think over what additional incentives to create for this -- legislative, organizational and ideological incentives if you want."

    "Moreover, the state as the owner of natural resources has the right to expect the introduction and the use of the state-of-the-art technologies that meet progressive standards of production efficiency, ecological security and labor productivity," he added.

    Medvedev made his first state-of-the-nation address on Nov. 5, 2008 after taking office. In that speech, he proposed to extend the presidential and parliamentary terms from four years to six and five respectively.

    He also said in his first address that Russia planned to install short-range Iskander missiles in its western Kaliningrad enclave in response to the U.S. missile shield program during the Bush administration.
