BEIJING, Nov. 5 (Xinhua) -- Social conflicts and unfair distribution of income are the major cause of underdevelopment in some nations while a developing country like China needs more structural reforms to become more developed, a senior official said here Thursday.

    Kong Jingyuan, a senior structural reform official with the National Development and Reform Commission, China's top economic planning body, said at a forum here China has had the conditions to transform itself into a moderately developed society if it could achieve more structural reforms.

    Kong said more structural reforms are needed to match China's economic status with its social development as the country is witnessing a transformation into an urban society from a thousands-of-years-old agricultural society.

    China would need to further reform its housing and transportation, optimize the government role, innovate urban management, and step up reforms in the country's monopolized industries, said Kong.

    He said China should not just seek the quantity in economic growth and economic restructuring, energy and environmental issues should also be given significance.
