LONDON, Nov. 4 (Xinhua) -- Britain's opposition Conservative Party leader David Cameron on Wednesday announced a British sovereignty act, a new policy on Europe after abandoning his promise of a referendum on the Lisbon treaty, Britain's Sky news reported.

    The new act, an attempt to draw a line under the referendum issue by promising no further "erosion of British sovereignty," will ensure that British law takes precedence over EU law.

    Cameron said: "We cannot hold a referendum and magically make the Lisbon Treaty itself disappear," but he promised that "never again should it be possible for a British government to transfer power to the European Union without the say of the British people in a referendum."

    He said: "It is about an assurance that the final word on our laws is here in Britain."

    The Tory leader also said a Conservative government would aim to return some of the powers from the EU to Britain.

    Czech President Vaclav Klaus on Tuesday signed the Lisbon Treaty shortly after the country's top court approved the pact, removing the last obstacle to full ratification of the treaty.
