UN envoy to Cote d'Ivoire urges compromise over voters list publication

    ABIDJAN, Oct. 23 (Xinhua) -- The special representative of the UN secretary general to Cote d'Ivoire, Choi Young-jin, is calling for "compromise" for the publication of the provisional voters list as time is running out for the planned presidential election on Nov. 29.

    "A quick compromise must be sought to publish the provisional voters list," Choi declared at the end of his meeting with President Laurent Gbagbo on Thursday.

    He warned that after having successfully passed the stages of identification, it would be dangerous to waste time as it is likely to jeopardize the whole election process.

    Choi affirmed the progress that had already been registered, saying he could smell the reality of an election being held soon.

    Following these gains, the head of the United Nations Operations in Cote d'Ivoire (ONUCI) invited all political actors and the partners in the process of ending the political crisis to ensure all is done in order for the poll list to be published.

    "We are at a very delicate stage, but I remain confident that a solution will be found," he declared.

    Choi met with Gbagbo to consult on the situation just before the beginning of the coming week's electoral process.

    On Tuesday, he held talks with the president of the Democratic Party of Cote d'Ivoire (PDCI), Henri Konan Bedie, and the leader of the Assembly of Republicans (RDR), Alassane Dramane Ouattara. The next day, he met with officials of Independent Electoral Commission (CEI) led by Robert Beugre Mambe.

    Initially scheduled for Aug. 24, the publication of the provisional electoral list has been put off twice, despite its official hand-over early in the month for verification.

    The presentation of the voter list which has 6,384,816 people must be followed by its publication, which will not be done until the end of October, according to well-informed sources.

    Under a recent decree, the publication is done at least one month before the first round of the election.

    After the hand-over of the list to President Gbagbo by the technical team in charge of the voter identification operation, "contentious cases" were alleged to number 2.7 million, posing a risk to derail the whole process.

    Of the 6,384,816 people enrolled, 2,678,069 were put on the 2000 electoral list, while 2,752,181 did not appear in any historical registration.

    The case of those who do not feature in any voter registration has triggered controversy among politicians, of whom some are decrying it as a "fraud," asking for their removal from the list. Others see it as a "controversial issue" that needs clarification.

    The controversy is reminiscent of the ignition of turmoil years ago. The issue of nationality was the Gordian knot of the crisis which started in September 2002, following an attempted coup d'etat of the ex-rebels of the New Forces (FN), who are stationed in the northern parts of the country.

    The West African country has repeatedly postponed the planned presidential vote since 2005, when Gbagbo's term of office expired.
