VIENNA, Oct. 21 (Xinhua) -- The nuclear talks held in Vienna among the United States, Russia, France and Iran ended without a final agreement but an uncompleted proposal on Wednesday.

All participating countries would discuss the proposal until Friday, including a possible deal on Iranian uranium enrichment abroad, said Mohammed ElBaradei, head of the International Atomic Energy Agency.

Iran has expressed willingness to purchase the necessary enriched uranium fuel components for its experimental nuclear reactors from abroad, intending to discuss with Russia a possible deal.

However, Iran has also made it clear that its agreement to buy nuclear fuel from abroad did not mean that it would give up its uranium enrichment activities.
