RAMALLAH, Oct. 13 (Xinhua) -- The Palestinian National Authority (PNA) on Tuesday said it has started a diplomatic campaign to secure support for voting on a Gaza war report at the UN Human Rights Council (UNHRC).

Palestinian foreign minister Riyadh al-Maliki said that he is heading to New York Tuesday to participate in the Security Council's special session "to discuss Middle Ease's issues including the Palestinian case."

In a statement released by his office, al-Maliki said that he is going to deliver a speech focusing on South African Justice Richard Goldstone's report which accused Israel of committing war crimes during its winter military operation in the Gaza Strip.

Al-Maliki said he will also talk about Israel's security measures in Jerusalem and ensuing tension at al-Aqsa Mosque compound in the holy city.

The UNHRC was scheduled to vote on Goldstone report on Oct. 2. The PNA's support for delaying the vote to March 2010 has outraged the Palestinian people, especially those in the Hamas-controlled Gaza Strip.

The report by the UN fact-finding mission also slammed Hamas' rocket attacks against Israel as violation of laws of war but was harsher on Israel for its acts that left 1,387 Palestinians dead during December 27 to January 18 Gaza war.

Meanwhile, al-Maliki demanded diplomatic missions in the West Bank and Jerusalem "to support the Palestinian case and to consider the Goldstone's report."

The UNHRC is set to hold a special session in Geneva on Friday to discuss the report following a request by the PNA.
