Madagascan minister says civil servants to receive salaries

    ANTANANARIVO, July 15 (Xinhua) -- Madagascan Civil servants would have no problem to receive their salaries, Minister of Finance and Budget under the transitional government Benja Razafimahaleo has announced.

    Publishing a document on the development of the national budget during the first half of 2009, Razafimahaleo said on Tuesday that the tax and customs revenues were more than 526 billion Ariaries (270 million US dollars) or 73 percent of the forecast of the initial Finance Act.

    The taxes recovery in the first half of 2009 was 103 billion Ariaries (53 million dollars am¨¦ricains), with an increase of 4.2percent compared to that of last year, said Razafimahaleo.

    The currency to the Central Bank had been estimated at 700 million U.S. dollars and enough to cover the import needs and stabilized the value of Madagascan currency "Ariary" and the interbank foreign exchange market.

    The minister also commented on his trip to Washington from June 18 to July 3, saying that the Madagascan government had contracted a loan of 10 million U.S. dollars from the Organization of the Petroleum Exporting Countries (OPEC) Fund for International Development on July 2, 2009.

    He confirmed that the World Bank managing director Ngozi Okonjo-Iweala had decided to continue the financing of major projects undertaken by the National Office of Nutrition, the Intervention Funds for Development and the fight against AIDS in the country.

    "I am concerned over the state of public finances or the currency reserve until the end of the year. My main concern lies in how to revitalize economic activities and consumption," said Razafimahaleo.

    All humanitarian projects having direct impact on the population would continue but it would be reported from the World Bank to be set, Razafimahaleo said.

    "I think the reluctance of our partners is understandable because the vilification of some people toward the transitional authority is exaggerated," he said.
