BEIJING, March 27 (Xinhua) -- The opening ceremony for the "Year of Russian Language" was held here Friday night as China and Russia seek to boost cultural exchanges and bilateral ties.

Chinese State Councilor Liu Yandong and Russian Deputy Prime Minister Alexander Zhukov attended the ceremony in the Great Hall of the People in downtown Beijing.

Chinese Premier Wen Jiabao and Russian Prime Minister Vladimir Putin were not at the ceremony but sent congratulatory letters.

In his letter, Wen noted that China and Russia are friendly neighbors with long and splendid civilizations. The two peoples respect and learn from each other and have built a deep friendship. The exchanges of language and culture have played an important role in this process.

The "Year of Russian Language" in China, which is meant to commemorate the 60th anniversary of the establishment of China-Russia diplomatic ties, is an important measure taken to comprehensively promote a bilateral strategic and cooperative partnership, the letter said.

This event can push China's Russian education to a high level and effectively facilitate personnel and information exchanges in various fields between the two countries, he wrote.

Echoing Wen's remarks, Putin wrote that Russia and China, closely linked by traditional friendship, will celebrate the 60th anniversary of the establishment of diplomatic relations in 2009.

During past 60 years, the strategic partnership developed smoothly and has served as a key factor for safeguarding world stability and security, noted Putin.

Russia highly appraised its cooperation with China on politics, the economy and culture, and is ready to push forward, the letter stated.

During the "Year of Russian Language", the two nations will hold more than 260 cultural exchange activities in 14 provinces, four autonomous regions and four municipalities in China.

The activities include language and singing contests, art performances, literature and arts exhibitions, education exchanges and the launch of a Russian language TV channel in China.

In talks with Zhukov ahead of the ceremony, Liu said the two nations have seen new positive momentum for bilateral relations development and major breakthroughs in cooperation in sectors like energy.

The two nations should deepen political mutual trust and boost concrete and strategic cooperation to promote the bilateral relationship, she stated.

Liu added that she believed the "Year of Russian Language" would be a success and would lay a firmer foundation for the friendship between the two peoples.

Zhukov said the event would promote mutual understanding and friendship between the two peoples and inject new vitality into bilateral relations.

Chinese President Hu Jintao and his Russian counterpart Dmitry Medvedev announced the start of the year of languages on Dec. 31, 2008.

China holds the "Year of Russian Language" in 2009. Russia will stage the "Year of Chinese Language" in 2010.

The events followed the "Year of Russia" in China in 2006 and "Year of China" in Russia in 2007.
