Sweeping changes have taken place in Tibet over the past five decades since the democratic reform was launched 50 years ago. Tibet today witnesses economic growth, social progress, unity among people of all ethnic groups, reinforced border defence and effective protection and development of traditional Tibetan culture. Furthermore, people of all ethnic groups in Tibet enjoy full freedom of religious belief and a steadily rising living standard. Remarkable progress has been made in Tibet's human rights cause in an all-round way, along with the coordinated economic, political, social and cultural development. |

Unit One: The central government shows great concern with Tibet
The central collective leaderships of the CPC with Mao Zedong, Deng Xiaoping, and Jiang Zemin at the core and the present CPC Central Committee with Hu Jintao as the general secretary have always attached utmost importance to the development in Tibet and shown great concern with the Tibetan people. With the reform and opening up initiated in 1979, the central government convened four forums on work in Tibet in 1980, 1984, 1994, and 2001, respectively. As a result, development strategies, and formulating and implementing a series of major measures conducive to the development of Tibet and happiness of Tibetan people. >>>

Unit Two: Nationwide support of Tibet
Since democratic reform was initiated 50 years ago in Tibet, the people throughout the country have launched aid-Tibet projects one after another in line with the deployment of the central government and Tibet's needs. After carrying out special aid-Tibet projects in 1994, various central deparrments, other provinces and municipalities, and large enterprise run by the central authorities have done their best in support of Tibet's construction in terms of professionals, funds, and technology, with a large number of aid-Tibet projects completed and put into use. Since the 16th National Congress of the Chinese Communist Party, the focus of aid-Tibet endeavor has gradually shifted to agricultural and pastoral areas, as well as grass roots units in accordance with General Secretary Hu Jintao's instructions. >>>

Unit Three: Ethnic regional autonomy system ensures that people are masters of their destiny
As stipulated by the Constitution of the People's Republic of China and The Law on National Regional Autonomy, people of all ethnic groups in Tibet enjoy the right to participate in administering state affairs on an equal footing and the autonomous right to govern their own regional and ethnic affairs. They take an active part in electing deputies to the National People's Congress and Tibet Autonomous Regional People's Congress at all levels, and in handling national and local affairs through their NPC deputies. They also implement national laws and regulations in accordance with local conditions, and formulate autonomous regulations and specific rules in line with local political, economic, and cultural characteristics. >>>

Unit Seven: Scientific development, wonderful future
During the 11th Five-Year Plan period, the GDP of Tibet and per-capita net income for farmers and herdsmen are expected to grow as rapidly as during the 10th Five-Year Plan period. In 2010, the per-capita net income of farmers and herdsmen is projected to join the national middle-income rank, so that they will be able to fully enjoy the benefit of economic development and social progress. The objective to build a relatively prosperous society in an all-round way will have been attained by 2020 in order to lay a solid foundation for basically achieving moderation in the middle of the century together with the people in all other parts of China. >>> | |
