In May 1955 Ngalek Choze and four other leading members of the illicit "People's Congress" went to the Kham region on the pretext of greeting the 14th Dalai Lama. They met there with Trijam, Khampo (abbot) of the Litang Monastery, various reactionary chieftains and Kuomintang officials to make a blood oath and plot armed rebellions.
