Zhang Jingwu, central government representative to Tibet and first secretary of the Tibet Work Committee. Zhang sent top priority letters on March 31, April 1 and 4, 1952 to the 14th Dalai Lama and Kablons, demanding an end to the riots. On May 1, the Kasha (Cabinet of Ministers) issued a notice in the name of the 14th Dalai Lama, declaring disbandment of the illegal "People's Congress."
