After the peaceful liberation of Tibet, the central
government implemented the policy of unity, education and reform with regard to
the Tibet local government and the upper-class people. The upper-class
reactionary clique, however, did their utmost to preserve the serfdom, clinged
to their splitting position with the support of imperialist forces, and wantonly
staged an armed rebellion.
