SADC troika in a bid to facilitate Zimbabwe talks

    HARARE, Oct. 19 (Xinhua) -- Talks on the formation of an inclusive Zimbabwe government will resume in Mbabane, Swaziland, Monday, when Zimbabwe's rival leaders will meet with the presidents of Angola, Mozambique and Swaziland, representing the Southern Africa Development Community (SADC), according to The Sunday Mail.

    President Robert Mugabe of ZANU-PF, Morgan Tsvangirai, leader of the Movement for Democratic Change (MDC), and Arthur Mutambara, leader of a breakaway faction of the MDC, are expected to be present at the talks, said ZANU-PF's chief negotiator Patrick Chinamasa, who is also the Minister of Justice, Legal and Parliamentary Affairs, on Saturday, according to the report.

    Chinamasa said the troika would only help to facilitate the understanding between the three political parties but not impose any position.

    Commenting on the allocation of ministries, the expert said the MDC-T should know that Cabinet is made up of ministries and not key ministries.

    "A Cabinet is a sum total of all individual ministries. Each ministry is important. It is unfortunate that the MDC-T has introduced this animal called key ministries in the negotiations. They are corrupting the Cabinet even before they come in," he said.

    Though the parties signed a power-sharing deal on Sept. 15, agreeing to form an inclusive government, the government has not been formed as the parties are struggling over which party controls which ministry.
