BRUSSELS, Sept. 24 (Xinhua) -- The Russian mission to NATO on Wednesday regretted the alliance's suspension of the NATO-Russia Council, which resulted in the cancellation of Russia's presentation of its proposal on a new European Security Treaty.

Russian ambassador to NATO, Dmitry Rogozin, was scheduled on Tuesday to brief his colleagues from NATO member states on Russian President Dmitry Medvedev's thoughts on the new treaty. But he was not able to do so as the NATO-Russia Council, under which the ambassadors meet, has been suspended after the Georgia-Russia conflict in August.

"The NRC (NATO-Russia Council) was created as a mechanism of political dialogue on current and urgent security issues in the Euroatlantic region. By sabotaging its work, certain states just hide their head in the sand," said the Russian mission in a statement.

"We regret this demonstration of political caprice and call upon our partners to seriously address this issue."

The Russian mission said Georgia's invasion of South Ossetia has made Russia's initiative on the new treaty increasingly urgent. "Georgian aggression against South Ossetia yet again confirmed the fragility of the existing system of Euroatlantic security and its inability to address contemporary challenges and threats," said the statement.

It said rhetoric against Russia from certain NATO allies is an attempt to disrupt peace-making efforts of Russia and of the European Union.

Georgia on Aug. 7 launched attack on South Ossetia, which has enjoyed de facto independence since 1992 and has traditional links with Russia, in an attempt to retake control of the region. Russia sent troops into the region on the next day and defeated Georgian forces.

The West accused Russia of bullying its small neighbor. But Moscow argued that its military operations were intended to protect civilians and enforce peace in the region. Russia's recognition of the two regions as independent states on Aug. 26 further enraged the West.
