QUITO, July 25 (Xinhua) -- The Ecuadorian Constituent Assembly has finished work on the new constitution, or Charta Magana, and has delivered it to the Electoral Supreme Tribunal (TSE) pending a referendum, the assembly said on Friday.
"Yes, and 1,000 times yes to the new political constitution of Ecuador," said President Rafael Correa, who was presiding over a delivery ceremony in Montecristi in the west province of Manabi.
Correa said the opposition had failed to appear at Montecristi for the new constitution, and had "blocked the work of the Assembly."
"It's enough of so many lies, it's time to tell Ecuador the truth," he said.
With the approval of the constitution, "a new Ecuador will be born," said Fernando Cordero, president of the Constituent Assembly.
"Today has born a new country and we have enough reasons to be proud of it," Cordero said.
He warned that rejection of the new constitution means to go back to the past, the return of "party cracy," injustice and corruption.
"The new Ecuador has arrived with the new constitution and the country will continue to live a new hope," Cordero said.
Late Thursday, 94 of the 130 assemblymen approved the new constitution, which Cordero said signaled progress in favor of women, the disabled and children, whom he said would now come under the protection of the state.
For the new constitution to come into force, it must be ratified by at least 51 percent of the voters at a referendum on Sept. 28.
If the new constitution gets passed at the referendum, the Constituent Assembly will meet five days later to appoint a legislative body called the "Small Congress" to fulfill the function of a parliament.
