Report finds terrorists still moving freely in Pakistan's border area

    WASHINGTON, April 17 (Xinhua) -- The U.S. has failed in preventing terrorists' operation in Pakistan along the borders with Afghanistan, said a congressional report released on Thursday.

    According to the report by the Government Accountability Office, the investigative arm of Congress, although the United States has offered Pakistan the military and economic aid valued at billions of U.S. dollars, the terrorists are still operating freely in the Pakistan's border area.

    "We found ... that al-Qaida had regenerated its ability to attack the United States and had succeeded in establishing a safe haven in Pakistan's" border area, the report said.

    The report also said that the country has no comprehensive plan to handle the terrorist threat.

    U.S. intelligence authorities said that terrorists including al Qaida and Taliban members had fled from Afghanistan since the United States invaded the country and resurged in Pakistan's border area in 2002.

    Since then, the U.S. government has provided, according to the official statistics, 10.5 billion dollars to aid Pakistan, including 5.8 billion dollars specified on safeguarding borders with Afghanistan, and mostly relied on Pakistani military to trace the terrorist network without stepping in the country's territory.

    Federal agencies, including the Defense Department, agreed with the report. But the State Department refuted it by saying that a comprehensive strategy has been, indeed, implemented.
