White paper: China pools people's wisdom, reflects people's will in legislative process

    BEIJING, Feb. 28 (Xinhua) -- In China, bills of laws, regulations and rules concerning vital public interests or dictating the obligations of citizens are published in full in the news media to ask for comments from the people, says a white paper published on Thursday by the Information Office of the State Council.

    The paper, entitled China's Efforts and Achievements in Promoting the Rule of Law, says after being adopted, the laws and regulations are published in a timely way in gazettes of the people's congresses and governments at all levels, government websites and the mass media. Full story

White paper: China's legal aid helps three million people in 2006

    BEIJING, Feb. 28 (Xinhua) -- Cases handled with legal aid totaled 318,514 and 3,193,801 people received law consultancy across China in 2006, up 25.6 percent and 19.9 percent respectively, a white paper issued by the Information Office of the State Council said on Thursday.

    The white paper, the first of its kind, said financially-straitened citizens can apply for legal aid in civil cases when they demand state compensation, social security or minimum subsistence allowance, pension, relief, alimony, maintenance, child support and labor payment. Full story

White paper: China's domestic legislation strengthens judicial co-op

    BEIJING, Feb. 28 (Xinhua) -- China turns international judicial cooperation into concrete rules via the domestic legislation, said a white paper issued by the Information Office of China's State Council on Thursday.

    The paper said China's Civil Procedure Law rules that when there is discrepancy between domestic laws and international treaties joined by China, the people's court gives priority to international treaties in foreign-related civil law cases. Full story

White paper: China establishes legal systems for resource conservation, environmental protection

    BEIJING, Feb. 28 (Xinhua) -- China has established legal systems consisting of nine laws concerning environmental protection and 17 laws on resource conservation and protection, the country's two basic state policies, says a white paper published on Thursday by the Information Office of the State Council.

    The white paper, entitled China's Efforts and Achievements in Promoting the Rule of Law, says that the state has also promulgated over 50 administrative regulations, more than 660 local regulations as well as government rules, and over 800 national standards related to environmental and resource protection.
