HANOI, Dec. 5 (Xinhua) -- Each ministry of Vietnam will have no more than four deputy ministers, local newspaper Youth reported Wednesday.

In special cases, prime minister will decide the number of the posts, the paper quoted a recent government decree on the issue assaying.

Ministers must take responsibility for works entrusted to localities, when ministries do not fully instruct, monitor and inspect them, causing great property losses of the state and people.

The decree also regulates that ministers must not pass issues under their authorities to the government or prime minister for settlement.

Vietnam now has 18 ministries and four agencies equivalent to ministries.
