WASHINGTON, Nov. 25 (Xinhua) -- The United States
said on Sunday it is launching a strategy of three parallel steps to try to push
forward the stalled Middle East peace process.
"What we're going to do is initiate three parallel
steps if you will," White House national security advisor Stephen Hadley said.
"One is the launch by the parties negotiations
towards establishment of a Palestinian state and a broader peace," Hadley said.
Meanwhile, the Israelis and Palestinians will start
carrying out their obligations under the "roadmap" plan for the Middle East
peace, Hadley said, adding that this means Israelis open up space to ease and
permit a better life for Palestinians.
For the Palestinians, they will have to build
institutions for governing the West Bank and provide security of the
Palestinians, Israelis as well as the region, Hadley said.
The third step is to build Palestinian institutions
with international support, Hadley added.
Hadley made the remarks ahead of the upcoming Middle
East peace conference due in Annapolis, Maryland. Some 50 countries and
international organizations are expected to attend the conference.
The Middle East peace process has been stalled by
conflicts between Israel and the Palestinians as well as the internal strives
inside Palestinian factions.
