Only 28 lawmakers joined the session out of the 132 members, but Hamas says those who attended also hold authorization from 35 imprisoned Hamas legislators.

The session was designated to vote on a law preventing negotiations over the right of return for the Palestinian refugees and forbidding any concession to be made on the issue.

Ahmed Bahar, acting speaker of the PLC, held Israel responsible on any harm against Aziz al-Dewik, the jailed PLC speaker who is staying now at an Israeli hospital.

In his speech before the lawmakers, Bahar condemned the recent Israeli detention of a female lawmaker from West Bank.

Bahar also called on Egyptian President Hosni Mubarak to intervene and open the only crossing between Gaza and Egypt in southern Gaza Strip town of Rafah.
