BEIJING, Nov. 3 (Xinhua) -- Wu Bangguo, chairman of
the National People's Congress (NPC) Standing Committee, said here Friday that
members of the Communist Party of China (CPC) should deeply understand cream of
the systematic doctrines of building socialism with Chinese characteristics.
Wu, who was elected last month member of the
Political Bureau Standing Committee of the CPC Central Committee, said in a
congratulatory letter to the fourth CPC congress of the legislature, it is
vitally important for the CPC organ in the legislature to grasp cream of what
the CPC central leadership upheld in the 17th CPC National Congress, which
closed on Oct. 21.
All the work done by the Party organ in the
legislature, Wu said, is expected to improve the mechanism of people's
congresses and eventually have various constituencies better represented.
The 17th CPC National Congress, which elected the new
slate of CPC central leadership, vowed to broaden political restructuring both
in the Party and among the people.
One basic mechanism ensuring the Chinese democracy,
according to the Constitution, is establishment of the national people's
congress and lower level people's congresses.
The National People's Congress has the power to elect
Chinese leadership, including the President.
The people's congress system is the fundamental
political system of the People's Republic of China (PRC), the organizational
form of state power of the people's democratic dictatorship in China, and the
system of government of the country.
The system most directly reflects the nature of the
PRC, indicating the status of the Chinese people of various ethnic groups as
masters in the country's political life.
The NPC is the highest institution through which the
Chinese people exercise their state power.
