Constitution amendment urges increasing transparency in Party affairs

    BEIJING, Oct. 25 (Xinhua) -- The latest version of the Constitution of Communist Party of China (CPC) has pushed the Party to improve its leadership by increasing transparency in Party affairs.

    An amendment to the constitution was adopted at the 17th National Congress of CPC on October 21, adding Scientific Outlook on Development to the Party's other major theories.

    The amendment added studying the Scientific Outlook on Development and laws and "to take the lead in putting into practice the socialist maxims of honor and disgrace" as a new duties that every Party member must fulfill.

    On improving the Party's organizational system, the amendment added that "party organizations at all levels should make Party affairs transparent in accordance with regulations" as well as other relevant updates.

    It is to "keep Party members better informed of these affairs and to provide them with more opportunities to participate in them," said a spokesman for the secretariat of the 17th National Congress of the CPC on Thursday.

    To increase transparency in Party affairs has been initiated for experiment by CPC's 16th Central Committee and has been widely welcomed by Party members.

    "A tenure system is adopted for delegates to Party congresses at all levels," the amendment added.

    A system of inspection tours has been added for the Party's Central Committee and organs of provinces, autonomous regions and municipalities to facilitate the Party's internal supervision and anti-corruption work.

    The new constitution also asked the Party's Political Bureau to "report its work to the Central Committee's plenary sessions and accept their oversight", another update to advocate internal democracy and supervision.

    With China's rapid economic and social development in recent years, many Party members have left their hometowns, losing contact and relations with their Party organs.

    The amendment has added "to improve management of Party members among the floating population" to educate, oversee and serve them and ensure that they regularly participate in the activities of Party organizations.
