Official: China to uphold its fundamental line of rule of law

    BEIJING, Sept. 14 (Xinhua) -- A senior official of the Communist Party of China (CPC) pledged to further implement the strategy of rule of law on Friday, at a workshop to mark the 10th launching anniversary of the fundamental guideline.

    Luo Gan, member of the Standing Committee of the CPC Central Committee Political Bureau, delivered a speech at the gathering, calling for hard efforts to build China into a socialist nation governed by law.

    Other senior officials attending the workshop included Zhou Yongkang, Gu Xiulian, Xiao Yang and Zhou Tienong.

    In his speech, Luo called for seriously studying the recent instructions of CPC Central Committee General Secretary Hu Jintao, which set the tone for the forthcoming 17th CPC National Congress, Deng Xiaoping Theory, and the important thought of "Three Represents," which claims that CPC represents, in China, the requirements for the development of advanced productivity, the orientation for the development of advanced culture, and the fundamental interests of the maximal majority of the people.

    The launching of the strategy a decade ago was a major change of the Party's concept of governing and manner of ruling and was the beginning of a new period for the country's building of socialist democracy and law-governing, said Luo, who is also the secretary of the CPC Central Political and Legal Affairs Committee.

    Since the convening of the 16th CPC National Congress in 2002, the CPC Central Committee with Hu Jintao as the General Secretary has put forward a series of important strategic thoughts on the respect and protection of human rights, built up the socialist concept of rule of law, and enriched and developed the fundamental strategy of the rule of law, said Luo.

    The experience in the past decade had proved that the strategy was necessary for developing a socialist market economy and building a socialist country with China's characteristics, an important symbol for the progress of society and civilization, and an important guarantee for the country's long-term stability.

    Rule of law was a must for the nation to realize prosperity and harmonious social development, and make her people happy, safe and healthy, Luo said.

    The official highlighted the core role of the Party leadership in implementing the fundamental strategy and building China into a rich, powerful, democratic, civilized and harmonious socialist law-governed nation. He called for a better integration of principles of Party leadership, people being the masters of their own country, and rule of law into the practice of building of a socialist and democratic polity.
