HEILIGENDAMM, Germany, June 7 (Xinhua) -- French President Nicolas Sarkozy said here Thursday that he and British Prime Minister Tony Blair had agreed on reforming the institutions of the European Union.
Speaking to reporters after meeting Blair, the newly elected French president said both sides agreed on what might be the framework for a "simplified treaty."
"We agreed that it should be a new treaty and not a small constitution," he added.
Sarkozy has been the advocator of a simplified EU treaty in replace of the EU Constitution, which was rejected by French and Dutch voters in 2005 referendums.
At the press conference, Sarkozy also said he proposed a six-month pause for reflection on the future status of Kosovo at Thursday's G8 summit working sessions.
"My proposal is that Russian President Vladimir Putin first recognize that an independent Kosovo is an unavoidable prospect," he said.
Then "after six months, either Belgrade and Pristina have found a better status, or the one proposed by (UN envoy Maarti) Ahtisaari apply," he added.
Ahtisaari's proposal gives Kosovo's ethnic Albanian majority "internationally supervised independence" from Serbia.
It is supported by Kosovo Albanian leaders, the United States and the European Union, but is strongly opposed by Serbia and Russia.
