KABUL, April 30 (Xinhua) -- The NATO-led International Security Assistance Force (ISAF) and Afghan troops launched a new major offensive dubbed Operation Silicon against Taliban militants in the southern Helmand province on Monday, an ISAF spokeswoman Angela Billings told Xinhua.
