Russia to prepare military response to U.S. missile defense in Europe

    LONDON, April 11 (Xinhua) -- U.S. plans to build a missile defense system in Europe would bring "tremendous change to the strategic balance in Europe," and Russia would have to prepare it sown military response mechanism, British newspaper The Guardian reported on Wednesday.

    In an interview with The Guardian, Kremlin's chief spokesman Dmitry Peskov said that Moscow felt "deceived" by the U.S. move to build a missile defense system in Europe, and Russia would have to prepare its own military response mechanism in retaliation against Washington's decision to base interceptor missiles and radar installations in Poland and the Czech Republic.

    "We were extremely concerned and disappointed. We were never informed in advance about these plans," he said, adding, "It brings tremendous change to the strategic balance in Europe, and to the world's strategic stability."

    "We feel deceived. Potentially we will have to create alternatives to this but with low cost and higher efficiency." he said.

    But Peskov insisted that any response mechanism would be within "existing technologies."

    As far as military counter-measures were concerned, Russia's President Vladimir Putin also wanted "dialogue" and "negotiations" with the U.S., he added.

    The United States is seeking to deploy a missile defense radar in the Czech Republic and 10 interceptor missiles in Poland as part of a planned U.S. shield against ballistic missiles.

    The United States has repeatedly said that the missile defense system is not targeted against Russia, but designed to counter potential missile threats from "rogue states" such as Iran.

    However, the U.S. move has triggered sharp criticism from Russia.

    Russian defense experts said there is little doubt that the real targets of the shield are Russia and China.

    "The geography of the deployment doesn't raise any doubt that the main targets are Russian and Chinese nuclear deployments," Russia's leading expert on anti-ballistic weaponry General Vladimir Belous told The Guardian.

    "The U.S. bases represent a real threat to our strategic nuclear deployments." he said.

    On Friday, Russia's lower house of parliament warned that the U.S. move would ignite a second cold war.

    "Such decisions, which are useless in terms of preventing potential or imaginary threats from countries of the middle and far-east, are already bringing about a new split in Europe and unleashing another arms race," said a declaration passed unanimously by Russian MPs.

    According to defense experts, Russian response is likely to include upgrading its nuclear missile arsenal so that it is harder to shoot them down, putting more missiles on mobile launchers, and moving its fleet of nuclear submarines to the north pole, where they will be virtually undetectable. And Russia eventually could also bring the U.S. missiles to be deployed, within range of its Iskander missiles, which can potentially be launched from the nearby Russian enclave of Kaliningrad.
