People's livelihood issues highlighted during annual sessions

    BEIJING, March 16 (Xinhuanet) -- Issues concerning the people's livelihood have become the focus during this year's annual sessions of the National People's Congress (NPC) and the National Committee of the Chinese People's Political Consultative Conference (CPPCC), according to a netizen by the name of Luo Tianliang.

    Since the Fifth Session of the Tenth CPPCC National Committee opened on March 3, a large number of Chinese and foreign journalists have been covering the annual sessions.

    Luo said, "I noted that some foreign media said this year's annual sessions are characterized by the "stress on the livelihood to the neglect of political affairs."

    "In my opinion, this is a wrong interpretation -- politics and livelihood should not be separated, still less placing them against each other. I do think that at present, the people's livelihood is the greatest political issue in China," he said.

    The governance concept of the Communist Party of China (CPC) is to manage the party in the interests of the general public and govern the country for the people.

    To this end, the netizen said, all powers and interests are centered on the people. The annual sessions undoubtedly serve as the best "arena" to express people's concerns, and are considered the best opportunity to discuss the people's livelihood.

    The central leadership has repeatedly stressed that "any matter involving people's interests is no minor one," he said.

    To put it in another way, the people's livelihood is a vital issue. It is, therefore, natural that the people's livelihood becomes the theme during the annual sessions.

    "The more emphasis placed during the sessions on people's livelihood, the more pragmatic and effective they are," he said, adding that a political system neglecting people's livelihood is a pale and ineffective system, while heeding on the livelihood means emphasizing politics.

    Speaking frankly, Chinese people's living standard has greatly improved these years, he said. This standard has far surpassed that in the past, with the gap between Chinese people and residents in developed countries narrowed steadily in terms of the living standard.

    However, any society advances amid contradictions. With the economy growing steadily, problems in environment, energy and the widening gap between the rich and the poor will inevitably become evident. Enjoying a higher living standard, people will naturally pose higher requirements for housing, education and medical care.

    Recently, the mainstream media conducted a series of opinion polls for the annual sessions. According to the results, the major issues with which the public are concerned about are precisely the issues concerning the livelihood, such as employment, education, medical care, social security and soaring housing prices.

    To everybody's delight, the Communist Party and the government do not avert these problems. Instead, the issues became major topics during this year's annual sessions and drew close attention.

    Luo said, "As an ordinary netizen, I am pleased to see governments at all levels and relevant departments have paid increasingly greater attention to the people's concerns. This indicates that an effective channel has been opened between the government and the people."

    A situation has been created in which people's concerns and the government's work priority are in conformity, he said. Of course, how to resolve the issues concerning people's livelihood is not easy; it requires the energetic efforts of governments at all levels and cooperation of the public as well.

    Major problems concerning people's livelihood can not be solved overnight, he said, adding that it needs people's understanding and support. As Jia Qinglin, chairman of the CCPPC National Committee, said in the work report of the Fifth Session of the Tenth CPPCC National Committee, "Everyone is responsible for promoting harmony, while a harmonious society is shared by all."

    He said, "The annual sessions' emphasis on people's livelihood is a blessing for the entire Chinese people. A political system that regards people's livelihood as a top political issue is precisely the one sought by all Chinese."
