BEIJING,
March 14 -- The UN's chief nuclear inspector says Pyongyang is "fully
committed" to shutting down its main nuclear reactor and letting inspectors
return, as soon as the United States drops financial sanctions.
Mohamed ElBaradei, head of the International Atomic
Energy Agency, arrived back in Beijing after his visit to
Pyongyang.
He said the DPRK had assured him it
was ready to work with the agency.
Mohamed ElBaradei, said, "DPRK also said that they
are fully committed to the 13 February agreement. That they are ready to work
with the agency to make sure that we monitor and verify the shutdown of the
Yongbyon facility, including the plutonium factory."
ElBaradei's trip comes ahead of international talks
in Beijing on Monday.
The delegates from the DPRK, Japan and Russia are
still to arrive in Beijing.
The working group on denuclearization was created
through consultation with the DPRK and other concerned parties.
At the Six Party talks in February, it was agreed
that five working groups would be established. The groups cover issues of

Japan, sharing of economic and energy resources, and the peace and security of
