BEIJING, March 15 (Xinhuanet) -- The annual sessions of NPC and CPPCC National Committee continue to make innovations, adding new interpretations of China's democratic process, which has drawn great attention at home and abroad, according to a Xinhuanet commentary.
This year's sessions are marked by many "first times": for the first time that foreign journalists are allowed to contact NPC deputies directly; for the first time that the addresses and telephone numbers of various NPC delegations are made public; for the first time that the telephone numbers of news liaison officials of all delegations are announced; for the first time that online telecasting deliberation of reports by various NPC delegations and panels; and for first time that press conferences held by various delegations are opened to overseas media.
The commentary noted that these "first times" reflect the new atmosphere created during the annual sessions and reveal new progress being made in China's democratic process.
Transparency and openness are considered not only a guarantee for the right of the general public to know matters, but also the most effective supervision over NPC deputies and CPPCC members in performing their duties and participating in discussing state affairs.
Additionally, deputies and members describe transparency and openness as a"new leap" in the development of China's democratic process, the commentary said.
In fact, the annual sessions serve as a major "platform" for the public to become involved in handling state affairs and serving as the master of the country, the commentary said.
It reflects democracy and harmony that domestic and overseas media are welcome to interview NPC deputies and CPPCC members and report the sessions.
Previously, If foreigner reporters wanted to interview NPC deputies, they had to go through the News Center or liaison officials of various delegations.
But now you can find out the addresses of various delegations just by clicking on the digital map on the website of sessions News Center.
Moreover, reporters can get all the information they need directly from the Online News Center, including agendas, schedules, press conferences to be held and penal discussions opened to media and etc. It is for the first time that the NPC has been so open since its founding 50 years ago.
Furthermore, the Work Report of the NPC Standing Committee, as well as the interpretations of the Draft Law on Property Rights and the draft Law on Corporate Income Tax, were translated into English.
Yes, all this is but minor innovation, yet it has revealed the great progress being made in China's democratic process. Transparency, openness and pragmatism will undoubtedly enable China's to make even greater progress in political democracy in the future.
