KAMPALA, March 14 (Xinhua) -- The Ugandan government has got new donors to set up a new fund separate from the Globe Fund, to finance activities related to HIV/AIDS fight.
The donors include Britain, the United States, the European Union, Sweden, Ireland, Norway and Denmark.
The Director of the Uganda AIDS Commission Kihumuro Apuuli said that the HIV Basket Fund will start in June.
"This is a relief now that the Global Fund money has been cut. Donors have agreed to contribute annually to finance non-government organizations involved in HIV/AIDS activities," he was quoted by state-owned New Vision on Wednesday as saying.
The Global Fund has permanently terminated two grants worth 16 million U.S. dollars to Uganda because of what it called "unsatisfactory performance."
Kihumuro said the new fund would be controlled and supervised by a steering committee composed of different stakeholders. Kihumuro said to stop the misuse of funds, the government is to start channeling the money through the national budget.
"After the cut-off, we were required to submit proposals on how well we would handle the next funds. We have decided that the money, instead of being controlled by units, be included in the budget and then given out to ministries," he said.
He said the government was currently negotiating for the 7th round of the Global Fund.
Kihumuro warned that if more money were not injected into the HIV/AIDS sector, over 520,000 people would have died by 2011.
