MOSCOW, Feb. 16 (Xinhua) -- Russian Foreign Minister Sergei Lavrov warned on Friday that Kosovo's independence would "have the most negative consequences for that region and for Europe as a whole," Interfax news agency reported.

    A United Nations envoy has proposed a plan, backed by the United States and Europe, for Kosovo's future status.
