BEIJING, Feb. 12 (Xinhua) -- A draft law that promotes employment in the country will be submitted to lawmakers for first reading at an upcoming three-day legislative session that begins on Feb. 26.
A meeting of the chairman and vice-chairpersons of the Standing Committee of the National People's Congress (NPC) was held on Monday and presided over by top legislator Wu Bangguo. They decided that the 26th meeting of the 10th NPC Standing Committee will be held from Feb. 26 to 28.
Monday's meeting also decided lawmakers will discuss and ratify a treaty on defining the tri-junction point of the national boundaries of China, Vietnam and Laos during the upcoming legislative session.
Lawmakers will also deliberate the draft agenda, draft presidium and secretary-general name list, and draft non-voting delegate list of the 10th NPC's fifth plenary session which will begin on March 5.
In addition, lawmakers will discuss the draft annual work report of the 10th NPC Standing Committee at the late February meeting.
It is predicted that unemployment issue will linger in China for quite a long time. Minister of Labor and Social Security Tian Chengping last November said China's urban areas need to create at least 13 million additional new jobs a year.
He said at least 24 million urban residents will be looking for jobs each year in the coming several years but there are likely to be only 11 million openings.
Tian also predicted that ten million rural laborers will flock to urban areas every year.
The number of university and college graduates who cannot find jobs is also rising steadily. Tian said 1.24 million university and college graduates who graduated in 2006 did not have a job when they completed their studies.
Under such circumstances, the draft employment promotion law is urgently needed, said experts.
