    BEIJING, Aug. 13 -- Analysts say they suspect the Tigers are trying to divert pressure from their fighters battling in the east and disrupt military supply lines to the north.

    The Head of the international truce monitoring team in Sri Lanka says both the government and the Tamil Tigers need to share the blame for the present conflict situation in the country.

    Sri lanka monitoring mission head Ulf Henricsson said:"The ceasefire agreement is definitely not on just these areas. There is no respect at all for it, they just don't care about it both sides."

    The latest conflict started when the rebels blocked the flow of water from a reservoir to government held villages, in the northeast, on July 20 accusing officials of backtracking on a pledge to boost water supplies to Tiger held areas.

    After days of fighting, the sluice was reopened with both sides claiming credit for ending the water crisis. Enditem
