    BEIJING, Aug. 10 -- The United States and France are at odds over an Israeli troop withdrawal from southern Lebanon.

    This is further delaying a United Nations resolution that could lead to a cease-fire in the area.

    Both the United States and France would like to see a quick vote on the resolution imposing a cease-fire but Paris and Washington disagree on when an international peace force, expected to be led by France, should enter southern Lebanon and when Israel should withdraw.

    Meanwhile, the Secretary-General of the Arab League, Amr Moussa, has met the UN Secretary General, Kofi Annan, to discuss how to ensure the effective security of the area when Israeli forces leave.
