    BEIJING, June 5 -- A total of 2,365 companies were found failing to submit social insurance contributions for employees in the past two months, Shanghai Daily reported.

    A lack of legal punishment has left loopholes for repeated violators and hampered attempts to solve the problem, officials with the Shanghai Labor and Social Security Bureau said.
