Second plan to cap gas well postponed

  CHONGQING, March 28 (Xinhua) -- The second plan to seal off the leaking gas well in southwest China's Chongqing Municipality scheduled for Tuesday morning was postponed till Wednesday, said

the headquarters dealing with the leakage accident.

    "Geological conditions around the leakage site are so complicated that we need spend more time to work out a more detailed plan to deal with all possibilities," said an official with the headquarters.

    Emergency workers tried to shut down the well Monday, but their capping efforts failed.

    Local government workers are monitoring the environment and water quality within one kilometer of the leaking well, and report the results every one hour.

    More than 10,000 residents living within one kilometer of the well have been evacuated and workers have earlier ignited the escaping gas to avoid the possibility of a buildup and explosion.

    The leak was discovered at the well belonging to the China National Petroleum Corporation's Sichuan Provincial Petroleum Administration Saturday morning. No casualty has been reported.

    The gas well is within the vicinity of the Luojia No. 16H Gas Well, where a deadly gas blowout killed 243 people on Dec. 23, 2003.

    Ma Fucai, CNPC's former general manager, resigned in April 2004 for his negligence in security measures that led to the deadly accident. Enditem

Southwest China's Chongqing Municipality decided on Monday night to employ the second plan to cap the leakage-hit gas well on Tuesday morning as the first plan did not prove effective.

     According to the second plan, workers will pour slurry and cement into the underground through the mouth of the Luojia No. 2 well located in Gaoqiao Town of Kaixian County, said an official with the southwest branch of the well's owner China National Petroleum Corporation (CNPC).

    However, the official did not exclude the possibility of carrying out the third plan if the second fails to take effect.

    The gas leakage occurred on Saturday. No casualty has been reported.

    More than 10,000 residents living around the well have been evacuated and well resettled.

    Experts said there is no need for more evacuation of residents. The local government has prepared comprehensive measures in dealing with possible emergencies. Enditem
