Hamas says ready for talks on daily issues with Israel

    RAMALLAH, March 27 (Xinhua) -- Incoming Deputy Palestinian Prime Minister Nasser el-Dein al-Sha'er said on Monday that a Hamas-led cabinet is ready to negotiate over daily issues with Israel, but still rules out recognizing the Jewish state.

    "We are in the government ready to negotiate with Israel about daily life of the Palestinians, but we will not negotiate political issues because Israel did not implement any agreement signed before," Al-Sha'er said in an interview with Xinhua.

    He affirmed that the incoming Hamas cabinet would not recognize Israel and will kick the ball to the international society, which Hamas urges to press Israel to implement international agreements.

    Al-Sha'er agreed that Palestinian President Mahmoud Abbas has the rule of negotiating with Israel.

    His comments came on Monday as the Palestinian Legislative Council (PLC) convened both in the West Bank city of Ramallah and the Gaza Strip to discuss and vote for the Hamas-led cabinet formed by Prime Minister-designate Ismail Haneya.

    Abbas formally charged Haneya on Feb. 21 to form the next government within five weeks, which expires on March 28, after the Islamic group claimed an overwhelming victory in January's elections.

    Hamas has been committed to Israel's destruction since it emerged in the first Palestinian intifada (uprising). It rejects to change its political charter.

    Abbas, whose Fatah movement was trounced by Hamas in January's polls, has called on the group to change its political platform and negotiate with Israel.

    Commenting on the next government's rule, Al-Sha'er said that the new cabinet will stay only for four years according to the Basic law and the Palestinian constitution.

    "After four years, there will be elections and if the Palestinian people want us again, the people will elect us, and if no they will elect another," said the incoming deputy premier. He stressed that the new government will be a Palestinian government, not a government for Hamas.

    "This government, after it takes the confidence vote from the PLC, will be a government representing all the Palestinians," Al-Sha'er said. Enditem
