Hamas to prepare legal structure for forming security apparatuses

GAZA, Jan. 29 (Xinhuanet) -- An Islamic Resistance Movement (Hamas) leader in Gaza Strip said on Sunday that the newly elected Palestinian Legislative Council (PLC) plans to prepare a legal structure for organizing the Palestinian security apparatuses.

Atef Edwan, new Hamas legislator representing the northern GazaStrip constituency, told reporters that it's very important to reconsider the way that the security apparatuses work by, and these apparatuses would be controlled according to the law.

Edwan revealed that a law is being drafted to determine the missions of security chiefs, who will lead the security apparatuses in the specific period.

"It doesn't mean that we would replace any of these leaders by Hamas members," he added, asserting that the followed criterions would be honest, qualified and professional.

In addition, Edwan called for bringing to account the responsibility of those who assaulted the rights of the Palestinian people.

He stressed that the punishment must be in line with laws, saying that "it doesn't mean avenging those who worked and still working in the security apparatuses, they are part of the Palestinian people and we have to guarantee their living indignity."

However, Palestinian security sources revealed that President Mahmoud Abbas intended to prevent Islamic Hamas from carrying out any steps concerning the security apparatuses. The sources underlined that security apparatuses will directly take orders from Abbas but not the new cabinet, saying it was followed the convention in the era of late leader Yasser Arafat.

The current Palestinian 60,000 security forces are dominated by the Fatah movement with most of its members are from Fatah. Enditem
