    NEW YORK, Dec. 20 (Xinhuanet) -- The Transport Workers Union (TWU)of New York announced here Tuesday the start of a citywide strike that would shut down the largest transit system in the United States after a breakdown in negotiations with the Metropolitan Transportation Authority (MTA).
