Putin pays brief visit to Chechnya

    MOSCOW, Dec. 12 (Xinhuanet) -- Russian President Vladimir Putin briefly visited Chechnya on Monday to address the first session ofthe war-ravaged region's new parliament, Russian news agencies reported.

    Putin, who flew to the parliament building in the regional capital Grozny by helicopter, asked members of the new parliament to focus on reinforcing law enforcement agencies, the court systemand restoring the capital city.

    "This is a major task, which can not be accomplished without close cooperation between all branches of power. This is a complicated task for Chechnya and the Russian Federation as a whole," Putin was quoted by the Interfax news agency as saying.

    Putin said it is now time to start the reconstruction of Grozny. "We can resolve this problem now."

    Chechens cast ballots on Nov. 27 in the region's fourth major vote since 2003 to elect a new parliament, which gave Chechnya a full set of government bodies to function as a normal part of the Russian state following years of conflict.

    Putin has praised the vote as crowning the restoration of the war-ravaged region's constitutional system. Enditem
